The Hawaiʻi Climate Advisory Team (CAT) was convened by Governor Josh Green, M.D. to develop community-informed policy recommendations to drive disaster resilience and response policies for the 2025 legislative session. Paʻakai acted as a thought partner in developing a holistic approach to communications strategy and providing full service execution to increase public awareness and advance the CAT's legislative agenda. Paʻakai's work included:

  • Development of brand, key messaging, and collateral materials

  • Report creation and presentation of the CAT's research findings and policy recommendations

  • Multi-phase strategic communications planning including evolving messaging through research, recommendations, and advocacy initiatives

  • Media relations including 20+ news articles, interviews, and op ed placements

  • Advocacy coordination including legislative bill tracking and testimony drafting

  • Digital communications management including website, e-newsletter, and social media toolkits

  • Organizing stakeholder engagement through virtual meetings and digital comment forms
